Ben Adams will briefly provide International Panel on Climate Change (IPCC) carbon reduction recommendations. Then he will describe a carbon mitigation strategy, Carbon Capture and Storage (CCS), where carbon is permanently stored miles below the earth’s surface.
In 2023 the Minnesota Legislature enacted required mitigation requirements for capacity expansion projects on the Trunk Highway system. Marc Culver is a member of a technical committee to implement this legislation and will provide some background into the details of these new requirements and the potential impacts to future transportation projects.

About the Presenters:
Ben Adams is a mechanical engineer consultant, working for Climate Solutions LLC, a US-based company specializing in estimating costs to build out the geologic CO2 storage framework in the United States. His PhD research was in a related field, on re-tasking permanently stored CO2 to generate electricity. He is a professionally licensed Mechanical Engineer in Minnesota.
Marcus Culver is currently the City Engineer for the City of Brooklyn Park. He has spent 11 years as the Transportation Engineer at Maple Grove and 9 years at the City of Roseville between City Engineer and Public Works Director roles. As the Legislative Committee Chair for the City Engineers Association of MN, Marc has been engaged in the conversation about GHG emissions mitigation since February of 2022, has served on the GHG Emissions Impact Mitigation Working Group and now serves on the TAC for this issue.
